Athens was really a democracy because the people voted for what they wanted. They didn't vote for the politicians to represent them. They did however vote for the actions that those politicians would place on them. The people would decide if they wanted to go to war and to raise taxes or build a navy. Even though the people of Athens didn't vote for their government, they did however vote for just about everything else. This shows that the people of Athens were a democracy.
